Encourage high tech recycling schemes. There's a lot of 'wasted' computers in the ground more powerful than those used to put a man on the moon!

Send the rubbish to Mars. Take money away from education and health to
pay for it.

Plug the gaps in the ground to contain the methane. Far less expensive than rocketing waste into space, but a never-ending task which must be repeated daily.
